1. Reverse the improper fine for violation #123723
Remove all fines, interest, late fees, and related charges tied to the "Replace Missing Front Shutter(s)" violation, and correct the account so only ordinary HOA dues remain.
  2. Provide a fully itemized account statement
Separate ordinary semiannual dues from disputed violation charges, interest, late fees, attorney or collection costs, and any other amounts. Owners should be able to pay undisputed dues without confusion.
  3. Publish the Covenant & Rule Enforcement Policy
The ARB Standards reference this document as the source of fine, hearing, and enforcement procedures. If it exists, publish it on the HOA Documents page with its adoption date. If it does not exist, adopt and publish one that meets Virginia POAA publication requirements.
  4. Publish the Association complaint procedure
Provide the written complaint procedure required by Va. Code ยง 54.1-2354.4, including where complaints must be sent and how a final adverse decision can be appealed to the Common Interest Community Ombudsman.
  5. Deploy a secure HTTPS reinspection portal
Replace or upgrade the HTTP-only mjfarb.com/reinspect system with a secure, modern portal for reinspection requests and architectural improvement forms, with email confirmation when submissions are received.
  6. Enable online HOA dues payment
Allow homeowners to pay assessments electronically with clear, itemized receipts. Modern HOA platforms support this at a fraction of full-service management cost.
  7. Review the management contract
Evaluate MJF Associates' scope, cost, and performance. In our opinion, based on the evidence reviewed, if the manager's primary visible functions are mailing statements and operating an HTTP-only reinspection portal, the community should ask whether those services justify the contract, or whether the Association should consider a transition to self-service tools.
  8. Board report at the next meeting
Provide a written report on violation #123723 / Account #18XXX: what happened, what will change operationally, and a timeline for implementing the improvements above.
